Desiree Caddell is the director of special education at Region 18, and manages The Texas Legal Framework project.  Before joining Region 18 in 2018, Ms. Caddell was a special education teacher for eight years and an autism support specialist and in-home /parent trainer for four years. Mrs. Caddell holds a BBA in Finance and a Master’s in Educational Leadership, both from the University of Texas of the Permian Basin.
