Enhancing Student Outcomes Across Texas
The Strategic Integration Liaison (SIL) project is a collaborative initiative designed to improve and sustain long-term student outcomes in Texas school districts. SILs serve as vital connectors between Executive Leadership Teams, the Texas Education Agency (TEA), and Education Service Centers (ESCs).
Who are SIL’s?
SILs are capacity builders, coaches, and connectors. They work directly with Executive Leadership Teams to facilitate systems-level change, ensuring districts are equipped to meet the diverse needs of their students.

Our Vision for Students
To improve outcomes for all students, including those with disabilities, through district systems-level change.
How Do SIL’s Work?
SILs use principles of implementation science and change management to:
- Support the implementation of a Multi-Tiered System of Supports (MTSS)
- Ensure Meaningful Access for all students, especially those with disabilities
- Integrate other TEA and ESC initiatives for high-quality educational experiences
Why SIL’s Matter?
By connecting leadership, providing targeted support, and sharing effective practices, SILs help districts create lasting, positive change for all students.
Our Goals
1 Use data to identify needs and set district goals that align with TEA initiatives to ensure strategic use of resources.
2 Support executive leadership in managing change through MTSS and Meaningful Access.
3 Coach districts toward sustainability by gradually releasing support as capacity builds.
4 Document and share implementation practices to inform statewide scaling across TEA initiatives.
